In the United States, George Washington was the first politician to use spying to gather information. But spying only became a formal part of the U.S. government in the early days of the Soviet Union.
World War I marked the first use of cameras for spying. Spies studied photos to learn about enemy weapons and to make maps. Often, pigeons outfitted with tiny cameras were released over military sites. While the birds flew, the cameras clicked away, snapping pictures that were developed and studied when the pigeons returned to their owners.
